Shipping electric scooter batteries from China: UN38.3, MSDS and dangerous goods packing
A lithium-powered scooter shipped from China needs three battery documents before the container can be booked: a UN38.3 test report, a safety data sheet (MSDS/SDS), and dangerous-goods packing certification. The vehicles travel by sea as UN3171, or the loose packs as UN3480/UN3481. Air freight is not a practical route, samples included. Where a battery model has never been tested, budget several weeks for UN38.3 before the first shipment can move.

Why air freight does not work — including for samples
Airlines apply state-of-charge limits and quantity restrictions to lithium batteries, and most carriers simply refuse a complete vehicle with an installed pack. The result in practice is that a sample scooter takes the same sea route as a production order. Importers who plan a two-week sample cycle and then discover this lose a month.
Plan the calendar backwards
Take your target launch date, subtract sea transit to your port, subtract production, subtract the sample round — and only then decide whether the UN38.3 work has to start this month. For most European and Latin American buyers that pushes the decision point far earlier than expected.
Which UN number applies to your shipment
- UN3171 — battery-powered vehicle. This is the normal case: a complete scooter with the pack installed.
- UN3480 — lithium-ion batteries shipped on their own, not inside equipment. Applies to spare packs and to replacement stock.
- UN3481 — lithium-ion batteries packed with or contained in equipment. Applies to some CKD and SKD configurations depending on how the pack travels.
- Lead-acid configurations fall under different entries again, and are restricted rather than exempt — do not assume lead-acid means no paperwork.
What to ask your supplier before you sign
- The UN38.3 report number and the issuing laboratory, not just the claim that one exists
- Whether the report covers the exact cell and pack you are buying, or a similar one
- Who pays if the battery model has to be re-tested for your configuration
- Whether the dangerous-goods packing certificate is held by the factory or the packaging supplier
- Which UN number the factory intends to declare, and whether your forwarder agrees
